According to the Electronic Portal HCMC People's Committee Office, to effectively implement the "one-stop", "one-stop-shop", the construction of parts receiving and modern results, the MPC has is the ministries, central sectors investing the uniform application of information technology, modeling an electronic gate (central and local), avoid each unit, each sector, each county to construct proprietary system, asynchronous, wasting and difficulty in connecting and exchanging information; synchronized deployment of network connectivity, database, shared software and promoting e-government implementation in order to overcome the processing and exchange of information mainly by manual methods such as current present.

From day 20/07/2016, the Departments, districts and wards, communes and towns will cease the issuance of a paper invitation (except for confidential invitations and organizing festive events).
HCMC People's Committee also instructed the Departments, of district plans enhanced governance efficiency index and provincial public administration (PAPI) and the Provincial Competitiveness Index (PCI) in 2016.
